Meta El Paso data center: contractors, jobs and construction

JE Dunn and Hensel Phelps are the general contractors Meta names for its El Paso data center.[2] S&P also identifies Faith Technologies as a construction contractor.[4] Contractors can start with the builders’ trade-partner channels; workers can use the dated employer listings below, including Meta roles that accept El Paso applicants.

Meta expanded its announced El Paso investment to more than $10 billion in March 2026.[2] Its July venture announcement with BlackRock described a campus under construction, with more than 2,300 workers onsite and capacity expected to begin coming online in 2028.[3] The peak forecast of more than 4,000 construction jobs describes the expected workforce, not positions available today.[3]

How contractors can approach the builders

Meta directs construction inquiries to JE Dunn and Hensel Phelps. Their trade-partner pages provide a practical starting point, but company qualification is not an invitation to price a particular El Paso package.[2][6][7]

JE Dunn uses TradeTapp within BuildingConnected for its required prequalification process. Its trade-partner page links to the questionnaire and bid opportunities. Start there if your company wants to work through JE Dunn, and keep your existing company profile current.[6]

Hensel Phelps provides separate links for opportunities and online prequalification on its Southcentral trade-partner page. That page lists chief estimator Mark Clarke for partnership opportunities at MClarke@henselphelps.com and 512.834.9848. This is a published regional contact, not a confirmed buyer for a particular El Paso trade package.[7]

Faith Technologies appears in the construction-contractors table of the S&P financing analysis, alongside both general contractors.[4] That record establishes its involvement, but does not identify the exact package it buys or provide a campus hiring contact. Ask the construction team which firm controls your proposed scope before sending a quotation.

For employment inquiries, the FTI careers page links to official openings, including electrician and apprenticeship categories.[18] Keep the employer’s separate Excellerate manufacturing facility in El Paso distinct from the Meta campus: its manufacturing hiring announcement does not establish a construction job at the data center.[19]

When approaching either builder, identify the Meta El Paso campus, your trade and the scope you can perform. Include comparable work, available crews and the period you can commit. Ask which team handles your proposed package and whether it is accepting additional qualified bidders. A useful first inquiry seeks the correct buying contact rather than assuming that every trade is still being bought.

We have not verified a currently open, project-specific bid package in this review. The qualification and opportunity links remain useful routes to the builders, but they should not be presented as a public solicitation or an awarded subcontract.

Employer job leads checked October 21

The four listings below cover construction and facility operations. Hensel Phelps lists a laborer role in El Paso and a superintendent role in more than one location.[8][9] Both Meta roles accept El Paso applicants. Their work involves running and maintaining data-center equipment rather than building the campus.[11][12]

Employer and position Job ID Location and assignment limits
Hensel Phelps: Laborer 854 El Paso, TX. The listing identifies craft non-union employment and support work for concrete, carpentry and other trades. It does not name Meta.[8]
Hensel Phelps: Area Superintendent 822 The location field includes El Paso and Montgomery, Alabama. Applicants select their locations of interest; the description specifies an onsite assignment at one designated location.[9]
Meta: Critical Facility Engineer 1435494154152569 El Paso is one of four application locations. Hands-on operation and maintenance of critical systems; shift work can include nights and holidays.[11]
Meta: Electrical Subject Matter Expert 2787411734955554 El Paso is one of four application locations. Electrical maintenance, troubleshooting, training and oversight within facility operations.[12]

The laborer listing calls for a high school diploma or GED, a valid driver’s license and reliable transportation. OSHA 10 and first-aid credentials appear among its preferred qualifications. The superintendent listing calls for a relevant four-year degree and five to six years of experience on large commercial construction projects.[8][9]

Meta lists U.S. base pay of $88,005–$124,010 a year for the Critical Facility Engineer.[11] The Electrical Subject Matter Expert range is $90,000–$134,000.[12] Bonus, equity and benefits are additional. These ranges cover several locations, not a specific El Paso offer.[11][12] Both roles generally require six or more years of relevant experience, with education or trade-credential alternatives stated in the listings.[11][12]

Use the job-detail links and select Apply now. On October 21, both Meta listings opened application forms with El Paso as a location choice. The Hensel Phelps laborer listing reached an application form; the superintendent listing reached the employer sign-in screen. We submitted no information. Start from the listing rather than bookmarking a temporary application-session page, and confirm the assigned site before arranging travel.

An El Paso JE Dunn Operator listing also appeared in the research, but its employer page states that the position has been filled. We have excluded it from the active leads above. This is why a search result alone is insufficient evidence of a job opportunity.[10]

For additional owner-side positions, use the Meta El Paso data-center job search. Job advertisements can change without notice. The Hensel Phelps descriptions do not name Meta, while the Meta postings offer several locations; none establishes an employer-confirmed vacancy count for this campus.

Training: the local contact and national registration

Meta names Workforce Solutions Borderplex as its partner for community access to America’s Workforce Academy in El Paso.[15] For local guidance, call 915-887-2600 or use the Borderplex contact page.[16] Ask specifically about the Meta program, the next available cohort, training travel and where graduates can be placed. This is the published general workforce contact, not a dedicated campus hiring line.

CBRE offers construction-ready and fiber-technician training. It says no prior experience is required.[17] Accepted participants receive a conditional job offer from a contractor partner. They must successfully complete the training to receive the job.[17] Registration alone does not guarantee acceptance or an El Paso assignment.

The construction-ready registration form was accessible on October 21. It asks for contact details, location and work-sponsorship information, with an option to upload a resume.[20] Submitting joins the CBRE Talent Community. The form does not give an El Paso training date or confirm admission.[20] Use the national registration and the local Borderplex inquiry as separate steps.

Meta El Paso original announcement, March expansion and July venture figures shown as dated forecasts.

What changed between the original plan and the expansion?

The October 2025 announcement described an almost 1.2-million-square-foot campus, more than $1.5 billion of investment and more than 1,800 workers at peak construction. It said the site could scale to 1 gigawatt. Those figures describe the original announcement, not the later expanded investment.[1]

By March 2026, Meta said the campus would grow to 1 gigawatt, with investment exceeding $10 billion and more than 4,000 workers expected at peak construction. It also said groundbreaking had taken place the previous year. The expansion therefore preceded the July BlackRock announcement.[2]

The July announcement describes the campus as under construction and gives the dated onsite count of more than 2,300 workers. S&P’s financing analysis describes a much larger building program than the original announcement: ten data-center buildings totaling 4 million square feet, a network building, an administration building and an operations-support building.[3][4]

Those sources do not explain exactly how the original 1.2-million-square-foot description maps onto the later building plan. Contractors should use the drawings and specifications issued for their package rather than calculate their scope from a project-wide announcement.

What the BlackRock venture changes

Meta announced that BlackRock-managed funds would own 80% of the venture and Meta would retain 20%. The parties committed to their respective shares of approximately $14 billion in development costs. Meta said it would provide construction management, administrative and property-management services and become the initial sole occupant.[3]

This financing structure does not replace the contractor inquiry routes Meta published. It also does not turn the development budget into available subcontract dollars. A supplier still needs the actual purchasing entity, package scope and commercial terms before committing capacity.

The July announcement described an expected closing, and S&P’s July 21 analysis assigned a preliminary rating to proposed financing.[3][4] We use those documents for the announced structure, not as confirmation that financing had closed.

S&P identifies Project Sopaipilla Holdings LLC as the venture company, Wurldwide LLC as the landlord and Roadrunner Leap LLC as the Meta tenant. These names help readers connect project records, but they should not be substituted for the counterparty named in a contract or purchase order.[4]

Construction status and the power decision

Meta’s March and July updates document construction, including more than 2,300 workers onsite in July.[2][3] The separate power project was still under review when we checked the Texas docket on October 21. Docket 59076 listed 187 filings. The latest were October 20 replies to the proposed decision, not a final approval order.[13]

The case concerns El Paso Electric’s proposed 366-megawatt McCloud natural-gas plant.[14] On September 23, administrative law judges recommended approval on one condition: other customers must be protected from the plant’s capital and operating costs. Without that condition, they recommended denial.[14] The Commission still makes the final decision.

The same proposal distinguishes the first block of data-center load, served by existing utility resources, from the second block addressed in the McCloud case.[14] That distinction matters: an unresolved power-plant case does not mean the entire campus lacks construction authority or that every phase has stopped. Track the utility decision separately from the campus building schedule.

The City of El Paso identifies the campus under Wurldwide LLC and says the project must meet standard municipal requirements for building, electrical, mechanical, plumbing, grading and site-development permits. The city also says the land use is permitted by right, subject to zoning requirements.[5]

A permitted land use is not an issued building permit. This review does not include a complete current municipal permit register for the campus.

For contractors, the practical check is package-specific: confirm the permitted drawings, inspection responsibilities, access requirements and commissioning schedule with the hiring builder. For workers, confirm the employer, work location and reporting instructions before arranging travel or accommodation.

Questions contractors and workers ask

Who are the general contractors for Meta El Paso?

Meta names JE Dunn and Hensel Phelps as its El Paso general contractors.[2] S&P also identifies Faith Technologies as a construction contractor, without dividing the work into detailed trade packages.[4]

Where is the Meta El Paso data center?

The city places the campus in Northeast El Paso, north of Stan Roberts Sr. Avenue and west of U.S. Highway 54. That identifies the property, not a verified worker entrance or delivery gate.[5]

Are more than 4,000 construction jobs available now?

No. More than 4,000 is the peak construction workforce forecast in the Meta announcement. The July statement separately reported more than 2,300 workers already onsite. Neither figure is a current vacancy count.[3]

How can a subcontractor seek work on the project?

Start with the JE Dunn trade-partner page or the Hensel Phelps Southcentral trade-partner page. Follow the qualification process and ask which team handles your proposed El Paso scope. We have not verified an open project-specific bid package in this review.[6][7]

When will the Meta El Paso campus open?

The July 2026 venture announcement says capacity is expected to begin coming online in 2028. That is a projected start of operations, not proof that all buildings will open together or that the campus is already operating.[3]
