Counting rules
Louisiana uses LSLBC roster license and certificate-type units, not an all-active business census. The reporting date is not a shared observation date because source dates vary by state. The five listed trade groupings cover only part of the selected-unit pool and can overlap, so they do not sum to the total. A zero in the source trade breakdown does not establish that a state has no workers in that trade.
A license record is not necessarily a person, employee, job seeker, or available worker. One person or business can hold more than one credential. State systems differ in scope and counting unit. Echelon publishes Mobility Signal figures only as aggregates and only after the minimum public cohort is met.
